A quick search found old articles from early 2008 saying the US 15 (Future I-99) bypass of Lawrenceville, PA should be completed by the end of 2008. I didn't find any news releases about construction progress or an opening date, but PennDOT's semi-up-to-date site lists 3 contracts ending in Sept. 2008. |

Of course...as soon as I figure out how the northern new-to-old US 15 connection works. I haven't found any aerial imagery showing what happens at or past Watson Creek Road.
If Interstates must always end at NHS routes, the only options for this part of US 15 becoming I-99 as the freeway is completed is to have potential ends at I-180/US 220 in Williamsport, US 6 at Mansfield, and I-86/NY 17. Once the Steam Valley part of US 15 is upgraded in a few years, possibly we could see an I-99 between I-180/US 220 and US 6, if PA likes multiple segments of the same number like NCDOT does. On the other hand, I-86 in NY seems to get extended eastward without regard to NHS route termini. How does it really work? |

I'd give NY I-86 a pass on the rule because it's a work actively in progress.
I-391 in MA doesn't end at one. Neither does I-495 in NY, and even though they planned to extend it, there aren't any other NHS routes out there.
Maybe it's just 2di's that (are supposed to) end at NHS routes? MA I-90 was only recently extended to end at MA 1A, but that could be a special case for Logan Airport. I think I remember MD I-70 was supposed to go farther than it does. I don't know about MD I-83. I have no idea what's up with WI I-39. |

I don't really know about the routes you cited, but consider ME I-195. As far as the FHWA & its ilk are concerned, I-195 ends at US-1. This is actually the case within MDOT as well, as confirmed by their GIS files. The remainder of the freeway east to Ocean Park Rd has some arcane, 4-6 digit internal Inventory Route number.* It's signed in the field as I-195 the whole way, for simplicity & traveler convenience. The END is posted right before the merge into Ocean Park Rd.
*The WB freeway actually carries ME-5 North - but due to an incomplete interchange with US-1, ME-5 South is still on Ocean Park Rd, thus leaving "I-195" East, technically, ...quasi-numberless. |
