Anything that happens to be present at the time in a given location. In TX, I believe that the frontage roads are considered to be part of the freeway, even for toll roads. Since frontage roads usually parallel freeways, logging mileage for frontage road use is strictly up to the person making the .list file. Because of the way TX uses frontage roads, I tend to log frontage road use as part of using the freeway. In other states, I may not do the same thing. Note that, where a freeway is present, only the interchanges are marked. Major crossroads are only marked where a freeway is not present.
