The Highway Browser only has the section of MD 806 that runs south of Thurmont (from US 15 near Catoctin Furnace to the junction with Thurmont Blvd). When I drove through here on Friday, however, I noticed that the section of MD 806 north of Thurmont (technically, MD 806R) is also signed, and was wondering if this section should be added to Highway Browser.

Per the Highway Location Reference, MD 806R follows Emmittsburg Rd and Albert Staub Rd, and ends at Roddy Creek Rd. Signage also shows MD 806 being co-signed with MD 550 along N Church St. Here is the link to GMSV showing the junction between MD 550 and MD 806:

Is Frederick Road and Water St. between Tippin Drive and MD 77 also signed as MD 806?

No - I drove along that entire section, and did not see any MD-806 signage. In addition, the only signage at the junction between Tippin Dr and Frederick Rd/Catoctin Furnace Rd is for MD-806 south:
