I doubt the project will be completed this year, but the above 2012 document estimates a two-year construction timeframe, which means maybe completion in 2014.

I didn't see any indication of other projects for new or realigned highways on PEI.

The realignment opened October 31:

The new alignment is shown on Google Map view, but not any of the Satellite views or Mapnik.
I should be able to take a screenshot of this PDF and get what I need, however. (Scale: 48% Rotate: -27.5°)
I may even go ahead and make the changes to OSM while I'm at it.

This also means:
* A small realignment of PE9 at the west end of its multiplex with TCH1.
* No changes to PE245, as TCH1 stayed put here.
* I'm going to assume that PE244 gets truncated
