By my understanding of the rules, points US59_N and US59_S should be US59/10_N and US59/10_S.

That isn't always true. We have a little leeway when it comes to mixing route types together. Some of us just want to mention the US highway and not add the state highway to the label to prevent confusing people (I'm one of them that works that way). |
