It appears that US 25 just barely enters Ohio, but the Highway Browser has no OH US 25 file. It looks like an easy oversight, since it's just a technicality that brings any of US 25 into OH rather than having it end in KY or at the state border.

Here is what I found:

The m.t.r FAQ (http://www.roadfan.com/mtrfaq.html#a765) says
"US 25 ends at the north end of the Clay Wade Bailey Bridge which also carries US 42 and US 127 over the Ohio River leading into Cincinnati from KY."

It links to a KY DOT document (http://www.kytc.state.ky.us/planning/reports/SPRS_listings/listings/kenton.pdf)
The first section, 4th entry addresses the north end of US 25 being in OH.

The US Ends site page (http://www.geocities.com/usend2029/End025/end025.htm) tries to explain it, too.

It's a nitpickingly short segment, yes, but it looks like it is possible (and easy) to clinch OH's part of US 25. The multiplexed routes US 42 and US 127 would need an extra point for US 25's end, though if the end of the bridge isn't at an intersection, the point could be hidden (+) for those two routes.

I'll be submitting a file for this route. However, the references give different points for the end of the route.

The KYDOT reference says that the endpoint is 0.026 miles north of the Ohio/Kentucky border. From google maps, this puts the endpoint on the truss part of the bridge over the river. One possibility is that refers to the north end of the truss part of the bridge, which is at the river's edge.

The other point referred to is the first exit to or from the bridge at Second Avenue. This extends US 25 0.26 miles north of the state line, which infers that the KYDOT made a typo.

The OHIO Straight Line Diagrams has no file for US25. The SLD for US 42 labels US 42 as the C W Bailey Bridge through the I 71 interchange to the Third Avenue exit, until the highway reaches ground level. Before the Second Avenue exit was built, this was the first exit from the bridge.

Since OHDOT constructed and maintains the ramps, I would like to set the endpoint at Second Avenue.

Some additional things you may want to consider before doing anything.

The AASHTO route log indicates that the north end of US-25 is at the state line.

ODOT (the DOT for the state being talked about) does not indicate that US-25 enters the state.

The only information indicating that US-25 does enter Ohio is from other states.

The KYTC document is basically for definition of the route for maintenance purposes.

I'll have to look at the SPRS listing for Pike County to see if there is any acknowledgement by Kentucky of US 52 entering the state.
