I understand that the Canada select named freeways never got activated before the provincial systems were started. But if the Gardiner and Don Valley in Toronto are included in Ontario, why aren't the Alexander Pkwy and Red Hill Valley Pkwy in Hamilton? Both are full freeway facilities.
