US78 appears to start at the US64/70/79 duplex at 2nd/3rd St on Dr Martin Luther King Jr Ave. It runs along Dr Martin Luther King Jr Ave to East St and follows that to E H Crump Blvd. When that turns into Lamar Ave, then the route follows as shown in the highway browser.

As I mentioned in the US-64/70/79 thread, route was based off the old city maps from TDOT dated from 2002 before StreetView.

I've verified US-78 going onto East St per StreetView, and see that it can't stay on Dr Martin Luther King Jr Ave/South Somerville St as when it gets to "TN4_W" since there is a grass divider.

So, US-78 will be fixed in my next TN update.

Are we sure the routing was changed by TDOT? Or is this just a different signage setup by Memphis? Since we all know how horrible Tennessee cities are with signage. I believe in past discussions, we stuck with what was on the maps in Memphis and Chattanooga.

Well, signage has been like this for awhile it seems, so, I just decided to go with how it's posted in the field at this time.

Both OSM (I didn't modify the route) and Google show it how it's now in the HB. If TDOT (or Memphis) ever get around to putting up signage on Danny Thomas Blvd, I'll put the routes back there (US-64/70/79) and I'll end US-78 there.
