Nota bene: The above PDF says the new intersection will be Exit 21. But there's already an Exit 21 elsewhere:

Mumble mumble... It'd make (a little) sense once existing Exit 21 is closed and relocated in Port Mouton / River Head. There'd be exits 17, 17A, 18, 19, 20A, 20, 21. But Exit 22 would still be missing, just as now. So why not number the new exit Exit 22, and avoid the conflict with existing Exit 21 while the Port Mouton bypass is still under construction. If an exit number is to be missing when all is said & done, it makes just as much sense -- more sense -- for it to be 21 as/than 22.
Thus I'm almost inclined to label the new exit as 22, and cross my fingers and hope I'm right. Until the Port Mouton bypass is completed, there'd be exits 20, 21, 22, 23...
I don't really have a local road name to go on, other than Fisherman's Memorial, which may likely be given to the new roadway. So that won't fly.
Yeah, I'll label the new waypoint 22 in my draft file. And also ask on AARoads about all this mumbo jumbo.
Point locations:
Exit 22 will be approximated by lining up Flash Earth imagery with NS TIR's PDF.
A couple *OldNS103 waypoints will be needed; I'll get these by SegDumping the relevant segments of existing NS103 (The 12.0 shapefiles, published October 20, don't include the new alignment) with GISplunge, loading the results into wptedit, and cherry-picking the best points. For the western one, I could even get away with using the existing shaping point.
Existing *OldNS103 will need a suffix.
*OldNS103_Por (or *OldNS103_PorE & *OldNS103_PorW) isn't a good option for the new point labels, as there will be an *OldNS103 in Port Mouton fairly soon.
