ODOT will shift a US highway without consulting AASHTO: As far as I know, as far as AASHTO's concerned, US 26 still uses the Market/Clay couplet and Naito Parkway to get through downtown Portland.
Per ODOT, however, US 26 bypasses downtown via I-405, Broadway/Sheridan, 3rd, and Arthur.

Whether this applies to US 30 or not, I have no idea.

Wasn't even considering AASHTO. Was looking at how ODOT signs them in the field.

Here is a posting showing US 30 on I-84 from the Corbitt exit:

https://goo.gl/maps/SYSis

From 2007, on Corbett Rd approaching 84/30 (missing postings altogether in latest GMSV)
https://goo.gl/maps/Q4kze

Here is another at Jordan Rd, showing mainline 30 with I-84 and historic 30 reachable by continuing on:

https://goo.gl/maps/Q7sGU

Here is Graham Rd, implying you are not on US 30 with a JCT 84/30 assembly

https://goo.gl/maps/C6viL

Also Graham Rd showing US 30 both directions on I-84:

https://goo.gl/maps/sbPtt

From EB off-ramp at Graham Rd, signage showing Historic 30 to the right and mainline 30 continuing on 84

https://goo.gl/maps/TwlVi

Rooster Rock SP shows US 30 on I-84

https://goo.gl/maps/aWuZq

Historic 30 at Bridal Veil Rd

https://goo.gl/maps/7MXBx

I was unable to find any evidence that US 30 was posted on the Historic route in 2007 GMSV...Historic 30 postings had not been erected at that point either.

US 30 will remain on I-84.
US 30 Hist route created, but will be held until a Historic (sub)system can be put in place.

Surely, as a bannered route, it could go there, even if temporarily?

I'm not opposed to that. We'll have to address Hist US 66 and 99 (California) at some point though.
